Just a few minutes ago, a clan-mate and I was dueling with MDTS off. We noticed something weird though.
When MDTS is turned off, beams don't do damage at all, even if you're 50m away from the target; shield effects happen, but no damage is done.
Also, even when MDTS is turned off, beams look like they are locked on the target.
In addition to those, when my clan-mate confirmed that he has been firing beams at me (while we were standing & testing), on my screen, he was shooting at somewhere else.
I think this bug may be caused due to beam arcs are not properly "calibrated", and when MDTS is off, it fires at a "default" position. The other bug is, beams still look like they are locked to target in MDTS mode.

MDTS With Beam Weapons
This is true. All or us who have done lots of PvP know that beams are useless without MDTS in player v player. From post: 126469, Topic: tid=8591, author=Dagonet wrote:Just a few minutes ago, a clan-mate and I was dueling with MDTS off. We noticed something weird though.

Currently with Mdts off, beams will only do shield damage to AI ships.

MDTS With Beam Weapons
The MDTS must be on and locked for beam weapons to 'harmonize' properly for effective shield damage (which is primarily what they are used for). Unharmonized, beam weapons won't inflict shield damage.

Thanks Vice, for substantiating something I've noticed all along. Our "Primary Weapons" suite are intended to complement each other. Function by design. Lasers to slash shields, and cannon to pound armor, synchronicity in effect. Weapons Lab, here I come!
