Cant look around Nav map

When I open up the navigation map to jump somewhere else or to look around the system, the ability to right click to zoom in doesn't work most of the time. I will put the cursor on an area and right click, and instead of zooming in on that area it just shows an empty quadrant. I have to end up actually clicking on the directional arrows to move around anywhere in the nav map, aside from zooming way out of course. Is this a bug?
