Fuel never at maximum

So i've been noticing that whenever I refuel my ship, it always refills up to about 1-2 tons less than my maximum. For example, I have a 1200 ton capacity tank, but it only refills up to 1198 tons. I've tried entering the exact amount I want into the refuel option, but it tells me that that exceeds its capacity. Is this an intended feature or a bug? And if the former, why? Also I am at zero velocity in any direction and in inertial mode when I refuel, so I can't be using any fuel.

It's like a usb stick, never use the exact capacity.

After all when was the last time you cleaned your fuel tank amigo? Sure got some dirt on the corners.

take care you "enter" station or city
if you stay only docked where you still can sold purchase and refuel... but your fuel will really gettin down faster..

so dock and enter, not only dock

You don't use fuel while docked. Only when you forget to turn off your IDS

You use to be able to fill it all the way but now they have those pumps that don't let you fill up the tube all the way to gas cap.

Fracking misers! Gods I hate energy companies! There's no excuse for them filling it almost all the way, they have a liquid TON for error! If they say they can't top off an entire TON, they're lying.

You know, when I got stranded in space, another ton of fuel might have been nice . . .

*sigh* From now on I'm not doing contracts for Energy.
