Targeting ring around Station on navmap

On my nav map, it looks like there is a targeting ring around Evochron station. Below is a screenshot of it.

Anyone know what that is? I don't see it around other stations on the navmap and I've not seen it around Evochron station before.

That indicates a player deployed a sensor array at that location. You can also see the dots within the sensor ring, which provide the locations of ships in range of the array.

Some of the uses of that ring:

Finding cargo pods which are detected and reported (in Chat) by your science officer.
Tracking down fleeing enemy ships you need to destroy in order to complete a contract.
Finding a pilot in retreat after nearly blowing him (or her) up during PvP.
